First of all, the ping is not related to the bandwidth of your connection. It can only be negative effected, if the bandwidth is used to its maximum of capacity. A ping describe the time, one data packed need to be send to the server and come back from the server. This time depends highly on the distance between you and the server. As elektrons can't move any faster, you only way to improve the ping would be to move your PC closer to the Server.
For reference:
https://en.wikipedia.org/wiki/Ping_(networking_utility)
https://en.wikipedia.org/wiki/Ping_(video_gaming)

You can try following things to free some bandwidth and fix any issue your network might have at home.
1. Switch to LAN connection instead of WLAN.
2. Disable or limit download programs, that are running in the background. (e.g. Steam, torrents, etc)
3. If you run windows 7, disable the media sharing feature of it.
4. Check if your PC is infested with malware/virus/etc.
5. Check the connection to the server. Might be a routing problem, use mtr or winMtr for it. If it is a routing problem, you need to inform your ISP about it. The ISP is the only one who could fix this issue.

For point 5:

My guess is, that the server is not located in the USA.
You can check the approximated location of a server or IP address on different sites. Like -> https://iplookup.flagfox.net/
Note that this a approximated location and not the actual location, but it is reliable in regards of the country a server is located in and somewhat the general location in that country. You can check that by getting your own IP and enter it on that site. To get your own IP -> https://www.whatismyip.com/

edit:
If you get a better ping in country X then country Y you should check option 5:
5. Check the connection to the server. Might be a routing problem, use mtr or winMtr for it. If it is a routing problem, you need to inform your ISP about it. The ISP is the only one who could fix this issue.
